Job Summary
The Civic Engagement Director coordinates statewide community engagement, education, and outreach, and collaborates and coordinates with state agencies and MCD stakeholders to ensure equitable outcomes in advancing equity in civil rights for people with disabilities, especially in the areas of public policy development, political, and disability news, voting, participation in the census, and the eradication of ableism.
Specifically, this position:
- Strategic Leadership: Designs, leads, and implements the MCD civic engagement strategic plan.
- Policy Integration: Links civic engagement outcomes with MCD’s policy development to ensure stakeholder perspectives are reflected in legislative initiatives.
- Stakeholder Collaboration: Coordinates outreach activities with staff, community members, and statewide, regional, and local stakeholders.
- Consultation and Training: Serves as the State of Minnesota’s internal expert technical resource and point of contact for the State of MN enterprise civic engagement activities educating and consulting other state agencies to ensure disability is included in statewide diversity, equity, inclusion, and access outreach plans and activities.
- Communications Collaboration: Works with agency staff, and partner organizations to provide communications support for promoting civic engagement activities that assure full inclusion of people with disabilities.
Qualifications
Minimum Qualifications
- Three (3) years’ experience in planning, project management, community relations, or civic engagement work to include experience coordinating events in accordance with accessibility standards
- Experience and/or applied knowledge of the social or affirmative model of disability, and a professional commitment to end legal, cultural, and societal ableism.
- Demonstrated understanding of the Americans with Disabilities Act, the Minnesota Human Rights Act, and the public policy process.
- Familiarity with accessibility standards and assistive technologies, (physical and digital access).
- Experience developing community relationships.
Bachelor’s degree in applicable degrees such as Public Administration, Business Management, Project Management, Organizational Development, or Leadership may substitute for one year of experience.
Minimum Qualifications Assessed at Interview
- Ability to lead strategic initiatives, collaborate with diverse stakeholders, and manage complex projects that deliver high stakes results in potentially controversial environments.
- Ability to provide guidance and problem-solving support to a variety of internal and external stakeholders.
- Skills in verbal and written communications sufficient to provide direction to staff, communicate effectively with stakeholders, and interpret and communicate complex information.
Preferred Qualifications
- Experience working with state agencies, local units of government, and elected officials.
- Working knowledge of Section 504 of the Rehabilitation Act and WCAG 2.0 AA requirements for communication and computer integrated environments, including current enterprise requirements, trends, and accessibility standard.
- Experience and/or applied knowledge of the legislative body and process.
- Demonstrated understanding of how legislation is crafted and the process of civic engagement with legislators, and constitutional offices/officers.
